Changing beaming properties via Right-Click Time signature doesn't work consistently

Trying to globally rebeam, and it won't stick when I click out of dialogue. Working from the dialogue in the graphic. I want two eighths beamed rather than four, but changing it doesn't work for every staff. It's kind of random which bars it works for.
