Several measures take up 1 entire page

I am creating a score alongside my class in a class that teaches orchestration etc. For some reason the 4th page has been completely taken up by 1 singe measure ( 1 measure from each part ). I have tried formatting the scaling but that changes the whole score, not just this page. How would one go about shortening the measure so that it doesn't take up an entire page? Any assistance would be highly appreciated <3 ( A copy of the score is attached below )
