This is a Microsoft problem. mfplat.dll is part of the windows media feature pack which I think may or may not be installed automatically depending on which region you are in and which version of windows you are using. I think it is something to do with not allowing Microsoft to install their media player by default - like they had to ask before setting the default browser to IE. I had the same problem a few years ago and I can't remember what I did to fix it. However, I do remember that I found the fix by googling the error message.

Yes, with the N version MuseScore 4 won't run

Actually, as I understand it the N version just avoids Microsoft forcing their apps onto users. The Microsoft apps can be installed if the user really wants them. It is an EU competition thing I think. It seems Microsoft has done this in a way that cripples other apps if theirs aren't also installed (now why would they do that?)
The important thing is that there is a way to get the missing dll if you have an app that needs it. However, I can't help further with that as it was too long ago for me to remember how I did it.

See https://support.microsoft.com/de-de/windows/media-feature-pack-f%C3%BCr…
Esp. on Windows 10 make sure to be on the latest version of that
Check the output of 'winver'
