It'd be a custom tuplet

If you want it shorter, the ratio from the screenshot should give you the right hint to make it work.

I started by entering a "real" whole rest into the 6/8 measure. That changed the measure to a dotted half rest.
Tapped the tuplet key, went to "other," and set it up as 15 in the space of 12, just like TheHutch. But he's faster than me!

He's faster than you partly because he didn't change the "whole measure rest" to a "real" rest of any length. Not necessary. Just use the "whole measure rest". :-)

Like this? Enter the arpeggio on one staff. Select the notes that you want to move to the other staff, and Shift-CMD-up or down arrow (Shift-CTRL-arrow on Windows.)

Yes, like that but alternating the stem direction every 3 notes. Is that possible?

I don't think so. Flipping one note in a stemmed group flips them both. The closest I could come was to break it down to 5, triplets. That leaves an extra eighth beat at the end. I suspect that depending on the playback tempo, you could add another note, and I doubt anyone would notice.
But wouldn't a pianist cross hands instinctively? Does it have to be written out?

Turns out you can. (Yes, I was surprised too) Break the beam of the 15-let (Beam properties palette) and then flip each trio separately.
