Is it possible to make guitar chord chart only, using standard guitar chords on a stave, not related to a melody line or vocal part or any other instrument?

well, you need a staff, so at least one instrument. Then you can have a new chord on every beat, whether there is a note or not

If I understand him correctly he only wants a staff line without having to add a Time Signature, just filling the staff with chords?

You cannot create a staff line without a time sig. But if you delete the 1st measure, the timesig will go too. Or just change it to be invisible.
However, the measures still need to have a sime tig, even if absent/invisible, as chords attach to beats (actually quarter notes/rests), so you can't have more than 4 chords in a 4/4 measure or more than 3 in a 3/4 measure

Perhaps, It would be useful to see a picture of what he does actually mean. I took it to mean an ordinary five-line staff, with ordinary time and key signature, just not notes. Nothing particularly difficult about that - just start entering chords directly on the default rests (which can be made invisible via the right click menu like just about any other symbol).

You are absolutely correct Marc, but because this is so obvious, I had this idea of someone taking his first steps using MuseScore without first reading some documentation.
