Custom or non-standard clefs
Can I drag & drop a symbol into the master palette's Clefs box? Would be much better than attaching my own text over top of the standard clef for each and every system.
As a composer and musicologist I need to use novel clefs, e.g. stylized letters of the alphabet, like the 'N' in the attachment. (There's a growing body of compositions, conference papers and forthcoming dissertations on Bohlen–Pierce music and its notation.)

I agree that desiring a particular playback from a non-standard clef would be another kettle of fish. However, for pure notation, having the ability to change the clef would be fantastic without worrying about how it sounds. I use a different program for microtonal playback when I need to, but Musescore looks the best and is easiest for placing microtonal accidentals and managing score layout.

make the existing clef invisible and place a transparent png or svg with the desired clef on top

But to answer the original question - no, you can't edit the master palette, nor can you make a custom clef that actually behaves like a clef. But you can edit the "regular" palette (the one that appears at the left of the screen by default) to add whatever symbol you like. See the Handbook under "Custom palettes" to learn how. You can add an SVG or PNG or text of your favorite clef to the clefs palette, which will then make it easier to add it as a graphic at the beginning of each system. But you'll still have to do it for each system.

is it possible to make a custom clef that behaves like a normal clef using a plugin? or will it be possible in 3.x? if not, may i make it a feature request? thank you.

Not possible AFAIK.
MuseScore uses symbols defined by the SMuFL standard. You might want to add your voice to this issue https://github.com/w3c/smufl/issues/12 so the N and other letters are added to SMuFL and then end up in MuseScore so we can make them "first class" clef objects.

Good idea. Actually we had a meeting at the Steinberg office in Hamburg last year or so when we noticed smufl supported microtonal symbols. I'll ask around if our contact is still warm or gone cold, then lobby for those letters or the whole alphabet to be added. Might be useful to other users, too. Thanks!
