Repeat barline within a measure is ignored during playback.
One may place a end/begin repeat barline within a measure. This is needed when the piece starts with an upbeat. However playback ignores this bar and continues playing. See example.

This may be by design. To get it to work just split the measure.
IIRC the next major version will do that split automagically
