According to the lilypond source it's a way to notate the verse? Search for "versicle" http://www.mutopiaproject.org/ftp/NaujalisJ/O7/naujalis-popule-meus/nau… and you will see that they are creating it with a V and - rotated 70°... They also define the refrain mark with a similar slashed R but they don't use it.
We got the question already: https://musescore.org/en/node/44816 These symbols are in unicode but it could make sense to add them in SMuFL?

I've never seen that symbol before and the IMSLP version of the score does not contain it.
At least there exist an unicode character (maybe for staff text?): https://www.compart.com/en/unicode/U+A75E
