You can also do it by Edit -> Preferences -> I/O -> Reset All Preferences to Default.
This rechecks PortAudio. The default is API: MME, Device: Microsoft Sound Mapper -Output
MIDI Input, Output, and Latency are also reset, so be sure if you had those set to set them back to your desired values.
have you tried restarting your computer?
