Reducing bar width

MacOS High Sierra 10.13.6; Musescore 2.3.2 Revision 4592407. I am unable to reduce the width of some bars that stretch across the page. Attachment "Extract A Desired Layout" shows a section of the piece where the layout is as I want it to be; attachment "Extract B Problem Layout" shows how bars 5-7 (which are similar to some bars in the first attachment) stretch across the page. Ideally, I want to have at least two bars per page. I have tried holding Shift and hitting { multiple times, but to no effect.

Thank you for the suggestion. I use the small-sized notes in the score already to indicate cues, so it may be confusing to use small notes just to fit two bars to the page. Interestingly, there are other parts of the score with identical material where the layout has allowed two bars, so I am trying to figure out why certain locations will only allow one bar. I appreciate the suggested solution, though.

The reason the layouts are different is that the one you do not like has more accidentals that require more space. If you use the menu Layout->Page settings you can set the scaling to 1.180mm and the measures will display as you want them. Everything will be shrunk, but this is the easiest and best way to achieve your desired results.

Thank you to Mike 320, Kuwitt and Shoichi for some very helpful solutions. The conductor for this work does not want anything smaller than the existing settings, but I could possibly follow Mike's advice, reduce the layout setting and then expand when printing. I like Kuwitt's idea of making the harp stave smaller, something I didn't realise was possible. I tried that in another movement but could not get it to work very well. I am also going to try Shoichi's idea of changing the paper size. I have learned a lot from you all, so many thanks.
