changing note values for an entire score i.e. making all eigth notes into quarter notes
I have a piece written in 9/8 that I now want to change to 3/4 with the eighth note now becoming a quarter note. Can I do this without rewriting the entire piece?

Double time won't help here - 9/8 doubled would be 9/4 ...

You have to change the time signature yourself. The plugin will turn the 8th notes to quarter notes. And you are correct, the is no simple substitute time signature. You need to decide which one you want, insert it then run the plugin. You pretty much have a choice of 3/4 or 4/4, though 5/4 isn't out of the question. If you really want to be precise then alternate between 4/4 and 5/4, but that will be a pain since you can't copy time signatures.
You may simply consider a different tempo if your goal is to slow down the melody.
