Staff text above tempo, and measure number collisions?
Not really sure this hasn't been put into the issue tracker or not, but I got some weird stuff when I made parts for testing. There's a flute solo in the beginning, and somehow the 'solo' staff text knocks into the tempo text, even if the tempo is 17 measures earlier. Not only that, but for some reason the solo marking is the one that moves, and not the tempo.
I wonder if you can stretch mmrests longer when needed? I'm going to put cues there, but tempo text running into things because mmrest is shorter than it seems to be a running theme.
There's also some oddness with vertical frames - I have one for all the normal stuff, and one for the movement number. Generating the parts added an unwanted and large gap between them. Where did that come from?
I was also going to have the measure numbered every five, so that laborious counting would be cut down on. It seems that measure numbers are not included in auto-place's 'don't hit that!' algorithm? Is that intended?

Staff text does indeed go above tempo currently. Maybe it should be the other way around?
You can indeed stretch the mmrest like any other measure - Format / Stretch / Increase Layout Stretch, or shortcut "}". The increment seems rather smaller than 2.3.2 though, so it might take some time to get what you want this way. A quick method might be to just add a line break to force the last measure of the system down, and everything else to stretch automatically. This almost does it, then just a couple more notches of stretch for the rest.
There is a setting in Format / Style / General to control the minimum width of mmrests. Of course, that's global throughout the part, so might be overkill.
Your frames have a gap setting of 7sp above and below (see Inspector), as per the Style settings for the part (Format / Style / Page, the top/bottom margin for vertical frames).
Measure numbers weren't included in autoplace until today :-). But they themselves don't move - other things move around them. So you can still get collisions with notes occasionally.

That's all very useful information. I do vaguely remember the global mmrest setting. I didn't know layout stretch had a shortcut or worked on mmrests!
I did notice the 7sp gap, but not that it was set globally in style, though if my brain were working I would have checked, lol.
I don't think I've ever seen the Tempo below something. Other than the Title/subtitle.

You know, that 7sp gap just started bugging me. Seems like this is the default now, but its way too much I think. On the other hand, 2.3.2 default was way too little - it was set to 7.0sp but that was ignored between a vertical frame and a text frame. Would be worth thinking through what default actually make sense.

Why is there a gap at all? I was using two frames because I needed one for the usual - title, subtitle, composer - and another to mark which movement it was. Here, actually:
And I wholeheartedly endorse things not going above tempo text. I don't remember if I said that or not, but nothing should go above tempo text.
The other thing I use frames for is orchestration - instrument listing. At least a gap there would just be odd and unnecessary, instead of actively bad.

Well, you've added extra space to your title frame. The default wouldn't have so much, and then a text frame immediately below the vertical frame would seem pretty crowded.
Keeping tempo text above other makes total sense to me, worth filing as a suggestion.
