I think it is possible to achieve this, with some manual work: enter the two quavers as separate notes and then tie them.

Software should "enforce" as little as possible! But yes, this would be a very useful option to have. I am currently singing the Poulenc Christmas Motets with our choir, and the score (Editiions Salabert) is an object lesson in how not to write readable music, with rests in particular written across beats in a very confusing way. (Sorry: perhaps rests are actually a separate issue, and I know MS lets rests be separated or combined, but it's the same basic problem.)
