Distance within systems is different for each system.
Distance between treble staff and tablature staff varies from one system to the next. For example in first system there is lots of space between bottom of lyrics and top of tablature staff, but in next system there is not much space beneath lyrics. I think it may be because I hid the stems in one measure of the first system because I couldn't figure out how to flip the stems to go down or delete them. Is that my problem and how do I fix it?

There are a few reasons the distance would be different. If the lowest note is the E below the staff in one system and the C below the staff in another, you will get different distances between staves due to auto avoidance. Auto avoidance still avoids invisible items (which I have reported as a bug somewhere...I think) so this won't have an effect.
To flip stems, select the note(s) and press X.
If these bits of info don't help, then attach a score and tell up what you don't like about it.
Thanks for the ideas, but clicking 'X' only seems to work for actual notes. The linked staff I am concerned about is a Ukulele tablature staff. If I select the note (tablature number) and click X, it just puts an X where the tab # is supposed to be.

The first system measure 3 of the Tab has the 3 upward-facing staffs that I'd like to either flip or delete.
The same thing in measure 11 where I hid the upward stems, but that didn't fix the problem.

I forgot about the stems in the tab. If you right click the tablature staff and choose Staff/Parts properties you can click Advanced Style Properties and set a wide variety of Tab options including the stem directions.

I just tried selecting the staff, click on Staff properties, and then Advanced Style Properties. I selected Note Values and found that the stem position is already set to 'below' -- which seems like what I want. And when I click OK the stems on just a few of the measures (# 3, 11 and 27) are pointing up. And, although hidden in #11 and 27, they still make the system have more space than I'd like to have.
To select the staff, I just highlighted the one measure of the tablature staff and then clicked on Staff Properties. I did the same thing after highlighting all of the tab staff measures and then clicking Staff Properties, but result is the same -- is shows the stems are already supposed to be set 'below'. So let me know if I am supposed to be selecting the staff in some other method.

I think you need to click the Note Values tab in the Advanced Styles Properties. You then have an option of Stem Position. It doesn't sound to me like you did that. Changing this set the entire staff, no matter what's selected.

I did exactly that -- went to Advanced Style Properties, then clicked on Note Values and found the stem position is already set to stem position "below". I just went to that box again and changed it to above and then back again. Then clicked OK on the bottom of that box. And then both "Apply" and the "OK" on the bottom of the Edit Staff/part Properties - but the stems in those measures (3, 11, etc) are still there and pointing up.
I'm not sure what to do differently.

This reason you have stems pointed different directions is due to voices. When there is more than once voice in a measure, voice 1 always has the stem pointed up and voice 2 always has them pointed down.
I'm not extremely practiced with tablature, but it seems the stem directions won't change. Parhaps, Cadiz1 will see this in a few hours and add some insight.

Two voices in measure 3 and 11 indeed. It's the "Common" staff type. Stems of one voice, or the other, cannot be deleted, or flipped as you want. It's either both or nothing (as in the "Simple" staff type)
With the "Simple" style, you get this (it is usually sufficient and very common in published scores since the rhythm is already indicated in the standard staff): 3 Over_The_Rainbow.mscz
Or, the trick, if you want to keep the Common style (two voices, and stems on either side of the staff - this is what increases the space between staves, so) is to put the two A in quarter note and voice 1 too. Then, change the head type of these A (so, Half now again, in Inspector), and cut the rests of the voice2 - necessary to get the wished result.
Of course, the playback will not respect the half note, but that's really not much here. And above all, the layout, what you were looking for, will be improved: 2 OverTheRainbow-KeyC-UleTab-BB_0.mscz
I set a Uke low G (to avoid all these red squares), and for the few others, it will be necessary to modify the chords composition (as the Am in measure 4, and choose two notes instead of three, in measure 16 for example (or remove one eventually)
