Hairpin Offset and Lengths are Distorted upon Reloading a saved Score
When a Score with hairpins is reloaded, the position Offset and their length are altered. My desired Offset is -4.4 sp above the staff, but after the reload the Offset becomes -5.87 sp above the staff. Activating the Default corrects the Offset position to -4.4 sp. What is even more troublesome is that the beginning and end points get moved after the reload. Some hairpins will be longer and others will be shorter. Each hairpin has to be manually corrected. Note: All other Staff text, dynamics, and tempo entries remain as originally entered.

Which version of MuseScore are you using? Perhaps 2.3.2, or 3.0.2?
And it would help if you attach a sample score showing these faults, before you made any corrections.

It looks like you've disabled autoplace and then moved hairpins above the staff using a very large offset. Don't do that - instead, use the Placement property in the Inspector to move it above while leaving autoplace enabled. Should produce much better results much more easily.
Aside from that, there is a known bug where offsets get messed up if you scale staves individually. better to use the global scaling in Format / Page Settings. See #283312: Hairpin position changes on reload if horizontal offset applied on small staff. It's still a bug that it doesn't work with individually-scaled staves, but you don't need to be using them anyhow, so that should solve your problem for now.
