I believe what you are not hearing is the entire 7 beats of the decay from the sound of the piano. I turned my volume up and thought I heard it. I changed the instrument to an instrument that does not have any sound decay (like a violin) and there was absolutely no pause between the end of 23 and the start of the second time through.

It seems you 1st ending repeat errors are fixed in this score since there are none. Edit: I see you started a new thread already. I'm not familiar with any problems with the first endings not playing properly in 3.1.

then later
But the 1st ending repeat errors are more concerning....

I'm not familiar with this song, but perhaps that first repeat glitch is a meter issue.
Have a listen to this:

(Use metronome to discern the beat)

I thought that was for the (first) mentioned 'long pause'.

Its definitely present. Hopefully it will get fixed before release.
So that's solved.

Have you listened to the meter in his song? (Use the metronome.)
Sounds off to me, but I don't know the song, so I posted a suggestion.
Regards.
