The Cymbal staff is not silent here, in MuseScore 3.1
The Open and Closed HiHat in the Snare Drum staff is.
Do you mean the ride cymbal (X circle notehead) in the Snare Drum staff?
If so...
Be precise... exactly what measure(s)?

A big part, measures 1-12, everything with an X note head in the snare part is completely silent. The rhythm is supposed to have the snare on the down beats and the cymbal on the up beats

Right click->Select->More->All similar...
By Inspector set the user velocity

The X note head - without the circle - in measures 1 - 12 is a closed hi-hat (as written on the top space).
It is not a cymbal.
