How To Open A Second Blank Page Without Creating New Measures?

(I want to take notes on the second page.)

I'm assuming this is in the printed version of your score. Append a frame (use add->frames->append...) to the end of the score. Select the last measure and press ctrl+return to create a page break. The frame won't print unless you put some text in it, but it will force a blank page.

You're supposed to append the frame so it will be at the end of the score. You add text to the frame. This text then becomes part of the frame. If you delete the frame, the text will go with it. The blue outline you see is only for reference, it will not print. If you don't want to see the blue outline on the screen, then remove the check from the menu View->Show frames.
