Make chord symbols available as System Text

I posted this request some years ago, and there was support for the idea, but it never came to pass (and I can't find the original post).
In the present format for chord symbols they are only available to attach to one staff, similar to Staff Text. When Hide Empty Staves is used, the staff with the symbols might no longer be present.
The obvious work-around is to then put them on whatever line is at the top, but any revision to the score might then require a repetition of the process. And, I'm not asking for a work-around here.
It would be much easier if an alternate command (for instance CTRL+SHIFT+K) would position the chord symbols on whatever staff is on top similar to System Text.
