Importing scores from muse score 2 to 3--
I write on my laptop in musescore 2 and when I import the score to my desktop and open it in musescore 3
Everytime I open it to work ----I have to
1) Reset elements
and 2) the desk top computer is saving multiple copies of the song

saving multiple copies of the song it seems strange to me. I have the old version, but it doesn't happen. Try the attachment. Update, if possible: https://musescore.org/en/download
It is preferable to use as few voices as possible on each stave: 1, 2. 3 only when strictly necessary. I'm afraid I can't help you any better.
MuseScore 3 tried not to overwrite the scores it imports from MuseScore 2.

The Start Center shows your most recent scores.
I imagine it shows you the (unchanged) original MuseScore 2 file, as you've opened it recently, as well as next to it the MuseScore 3 file, which you've save-as'd in a different location.
Best practice for sharing and/or editing files between two different computers is for each computer to host the same version of the software.
While MuseScore 2 files will open in MuseScore 3 (as you have discovered, adjustments are sometimes needed) the reverse is not true.
