You'd need 10-and 11-lets (cutsom tuplets), with hidden tuplet numbers and -brackets in that bottom staff.

it has 42 notes (not including rest), in deed I was planing do the CT way and i gave up when i met the following bars:
which have deferent number of notes, CT could cause playing speed uneven? and then i will have to set tempo for each bar?

Oops, I missed that rest. Still custom tuplets is the way to go.
I'd bet you won't notice a speed difference between an 11-let and a 14- or 15-let

I guess you are right, no one would notice a speed different. Tchaikovsky wanted us to play these notes within four beats duration, not "Cadenza" here which is coming explicitly expressed at the bars immediately following.
The recording of "Russia Symphony Orchestra" shows they had non-noticeable variations (bar length includes rest before tulpets), meaning they were playing slower and slower than supposed:
