So far only in the mobile apps and in the desktop programs.
However complaints about musescore.com are at the wrong place here on musescore.org

There might be something in the pipeline, as there is now a command line option available to do such transposing, not sure whether this goes along with plans to implement it on the website

Are there very different teams working in the software vs online vs app? It seems like a very crucial function to all of them...

Yes, the teams are different.
The mobile and .com score sharing site are commercial and closed source with a team behind it.
The desktop software is open source, with some payed contributors from the same company, but mostly volunteers.
