How to have a measure devoid of symbols?
How do you delete the whole rests so that the measure is entirely blank leaving it open for a student to write in notes with a pencil?

You don't. Only option is to make the rest invisible, select, press V. It'll turn gray in screen, but won't appear on PDF or printout
Don't delete it, make it invisible: untick "Visible" in the inspector. It will still show up as a "ghost" but it will not print.
