Finding the Page Settings menu
I have my handbook open to "Page settings". Unfortunately I don't know where the menu item "Layout" is located. I've looked through all my menus and tried to do a search -- all to no avail.
I want to print out a completed score so that it fits on pages for printing for my choir.

My guess is you have an older version of the handbook, like for MuseScore 1 or 2. Since then, it and the Style menu have been consolidated as Format.

Unfortunately for me I printed out the 250 page handbook for MuseScore2 about 2 months before MuseScore3 came out. It has been very confusing to me since both the handbook and many of the tutorials I've watched are not updated to MuseScore3. One particular issue for me is that I'm still looking for a way to add a solo instrument to an existing score. As best as I can figure, I have to create a new score with all they necessary systems and then copy-paste from the old score to the new score.

Using the help menu you can access the updated handbook;
Press i and add the desired instrument. Then you can hide the stave if necessary.
