Inspector too high to move on startup

Ver 3.3.4 Win 10 64

I do not use the inspector docked. I use it on the right side, very low on the screen. It was never a problem until recently. Now (suddenly) when I open the software it is too high on the right side to move...there is nothing to grab. It somehow ends up too high so I have to remove it, close the file and quit and restart the program.

I never had to dock it before closing before.
