Ctrl click doesn't always work in second voice

Another problem I've encountered while working on my previously mentioned score, also occurred in the second voice. Simply put, I started with just quarter notes in the second voice (first voice is whole notes) and then I decided that to make it less monotone that I needed to have a quarter followed by two eighths, a rhythm which would repeat. I've noticed the same issue when using one voice only, as well. The following are steps to recreate the issue.

1) Create new score.
2) Put a whole note in the first voice.
3) In the second voice, enter in four quarter notes.
4) Use (control->click) to select more than one of the quarter notes in the second voice.
5) Press (4) to change to eighth notes.

expected result: the selected quarter notes will change to eighth notes with eighth note rests taking up the missing spaces.
actual result: nothing happens. The selected notes remain unchanged.

Perhaps what I'm asking is more of a feature request (as it also fails to yield results even in a singular voice), but it seems to me that one should be able to select multiple notes at once and change their value without having to manually change the value of each individual note.

So would this need to be reported as a feature request? Or is it something that should have been written in the code that just got missed?
