How can I just select 4 (four) measures per staff. I have done it once but could not get it back.

You can add a line break every 4 measures (see Break or spacer ). There is a plugin to speed up the process, Plugins -> Break every X measures.

Go to Style>Edit general style>system. You can set the number there.
