How to start new page without completing current page
Have two questions:
1) How to start new page without completing current page. Next continuous measure starts on next page.
2) Need to put 13 lines on page (singe instrument)
a) As I continue to decrease distance between staff Lines, it eventual move top line into Subtitle.
b) With Default Staff and Text Sizes, it looks like 13 lines should fit.
Thirteen lines are needed for all key ii7 V7 I7 exercise being set up with one key per line.

It isn't really clear what you mean "start a new page", but maybe you mean you wish to place a page break after some measure in your score to deliberately end that page earlier than it otherwise would? See the Breaks & Spacers palette.
If you want 13 staves on a single page and they don't currently fit given your current staff and page size, then you needed smaller staves or larger pages - or some combination. Both settings are in Layout / Page Settings. It's possible you might also want to change the distance between systems; see Style / General / Page.
