Making stave lines totally independent and adjustable
Can some smart person out there please write a plugin for making alternate notation possible. I have an attachment at the bottom for one of my staff ideas.

You can't do this in a plugin because you can't do it in MuseScore, period. There is just no way to have it draw staves as anything but black lines a fixed distance apart and separated by white space. MuseScore itself would have to be extended to allow custom staves above and beyond that before it become possible to write a plugin.
You can make a staff like that in musescore. Here to give you some ideas. I use musescore to make beautifful alternative notion scores.
You can set the number of lines per staff en set the space between staffs to 2.0. In your case you have to make a piano staff with 4 staves and then you set all staffs to 3 lines. Space between staffs to 2.0.
