brackets will not drag

Which bracket are you talking about? A grand piano staff bracket? an accidental bracket? or just a ( ) in a text element?
When you drag something onto something else, the target element will turn red and then you can drop, if you drop before, it will not work.

There are two brackets indicated under "bracket" on the left of the page. I cannot drag and put it between staffs; it dissappears. Seems useless.

You neet to pull it onto a staff, not between staves.
Then double click and extend to the staves yout want the bracket to span accross

Dragging between staves will not work.
1. Drag the bracket symbol to the highest stave you want bracketed making sure the drag ends in the middle of the first bar
2. The bar will turn grey
3. Release the drag
4. The bracket symbol will now appear on the stave you dragged to.
5. Double click the Bracket and use arrow keys to adjust the length of the bracket.

I needed a bracket to indicate something within the staves, not for entire staves for the entire piece.

You can set a text box, add the brackets, change the bracket and text box size to what you want and drag it to where it is useful.

The brackets on the palette are specifically designed to perform the normal function of brakcets in standard notation, which is to display in front of a group of related staves on every system of the piece. if you have some other non-standard use for a bracket in mind, then indeed, just use a bracket character using ordinary text.

This is the kind of thing that was not explained in the handbook. How would we know what is standard and not standard in using "brackets" on the palette? Anyway, thanks for the info.

I think you're expected to come into MuseScore with a certain knowledge of standard musical notation so that you understand what the various symbols provided on the palettes are intended to be used for. There is a glossary that helps explain some of the concepts, but it isn't very complete. Realistically, a good book on the subject would probably be helpful if you're not familiar with basic notational concepts such as the purpose of brackets.

Your comment is very unhelpful. This program is hard and frustrating, and I appreciated the person who told me how to do it, not this comment that just says I don't know what I'm doing.

I'm sorry you found it unhelpful. But you asked a question, "how would we know what is standard?", so I answered. It really *would* be helpful to learn more about how standard notation works, as it will make MuseScore - or any notation program - less fruatrating.

But I know most of it; I don't have to time to go somewhere and hunt up a book to find a few things I don't know. Maybe handbook writers can be a little more helpful. I asked how would we know what is standard about brackets. I have never encountered that particular meaning of bracket before. I have no idea what it's used for, since I can't use it for what I wanted it for.
It is a universal problem of course. Every try to get information from a windows "help" menu? Very hard.

Yes, there is room for improvement in the documentation. This is open source software, meaning it is provided for free by people who care enough to work to make this possible. The success of open source software depends on the help of ordinary users to improve things like documentation. If you have ideas for how the documentation could be imrpvoed, feel free to volunteer to help, even if just by posting specific constructive suggestions.
