COPY and PASTE into same measure

I'm having an issue with copy and pasting voices. What I'm trying to do is this:

-COPY and paste ONE MEASURE of a single-line snare drum rhythm (voice 1)
-PASTE that same rhythm into the same measure and FLIP STEMS so that same rhythm is shown with stems down and stems up

When I copy the measure (voice 1) and go to paste the same notes in voice 2, voice 1 changes automatically and adds rest values and for some reason I'm having trouble pasting.

My measure, for example, is in 4/4 and is four groups of sixteenth notes.

The reason I want to do this is so I don't have to click note by note the same rhythm of the measure. For some reason, I had no trouble doing this recently. I was copy and pasting full measures and flipping the stems to have a mirror-like image of the measure.

Can you please spell out the easiest way to copy + paste the measure, in order to flip the stems? I've been trying, but still not clear on how to do this.

Definitely don't flip stems manually - that will mess things up later. Leave stems in their default state if you want things to work correctly. As observed, they will automatically go up & down as appropriate when you use multiple voices. Flipping them manually interferes with this.
