I think it is possible to make a part with severals instruments together, for exemple, 3 trumpets, if it's true, then you can put a bracket around the 3 staves, because they run, 3 together at the same measure at the same time.
You have it also with a double stave PIANO, idem the right hand and the left are in the same time.
But if it is a single part as usual, there is only one ligne , if you put a bracket between the first and the second ligne (I think it's impossible) the 2 lignes must run at the same time, and it's not what's happens
I'm also not sure what the use case is. But I just tried creating a score for piano and two flutes, with the two flutes bracketed. I then generated a part for the two flutes, and the bracket appeared, as I would normally expect. I then deleted the bracket from the part, returned to the score, and it was still there. I then saved, closed, and reloaded the score to be sure, and it stayed - the score still has a bracket, the part still doesn't.
So while I don't understand the use case, if I understand the question itself and take it at face value, the answer seems to be "yes".
