Someone reported on FR forum that "Last system fill threshold" don't apply if a vertical frame is added after it.
Semantically it's always the last system, and he needs this frame.
I don't know if it's common, but couldn't "Last system fill threshold" behave to sections ends too ?

For testing purposes and someone possibly missing something, I confirmed the same results. Line breaks, page breaks and system breaks have no effect.
It really gets weird if you try to append a horizontal frame then a vertical frame.
