Nightly c513dd7: inserting measures after timesig change
Nightly c513dd7, Win8 64-bit.
Using the default score "Promenade example" is the easiest to show off this bug which has been around since 1.x.
1. Select the second measure (the 6/4) and press INS to insert one measure. It will insert _previous_ to the 6/4 timesig (bug 1) whereas I think it should be between the 6/4 and the selected measure.
2. Now, (bug 2) checking the newly-inserted measure it will have nominal and actual settings of 6/4, but it is now immediately following a 5/4 measure. This will cause much confusion.

The second part was fixed in fb9de0a, now inserted measures get the proper time signature attributes.
I'm not sure the first part is a bug... It depends on the context I guess. 50% of the time the user probably don't want to move the time signature.
