Play panel does not remember tempo
Every time I open a score the tempo is reset to 120. This is a very long standing bug.

PS the tempo is just about the only thing I open the various View panels for. Could that be integrated into the main window? There are about 500 icons there that I never use.
Not a bug. Add a tempo text is what is needed. In absence of one MuseScore needs a default and that is 120BPM

If MuseScore had only the score to go on, maybe. But there are a million settings saved in the file. So why not remember the tempo that I set as playback tempo?
I don't want to set a tempo marking in the score, to give the performers some freedom.
(Maybe we have a misunderstanding: the default of 120 is fine with me. But if I change it the change should be remembered.)

From the control panel the change affects the entire score and is temporary (does not saved)

If you change it properly, with a tempo text, it does remember
If I change the playback speed of a score (temporarily), I don't want it to get saved along with the score

Indeed, one of which is the score's tempo. Tempo is assigned using a tempo text or a metronome marking on the score itself. If not specified, the playback engine uses 120 bpm as the default.

You can set it invisible, so the performers won't see it on their sheets, and can therefore play at will... though they can still play at will with the tempo mark showing, yes? ;-)
The play panel tempo setting is used for things like:
Speeding up a score to check repeats, jumps, voltas, etc. - instead of waiting for the score to play in real time.
Slowing down a score - e.g. to listen to syncopation, or to practice difficult passages (along with playback looping).

Now that I'm exploring the tempo markings & the inspector: how do you indicate relative tempo changes? "dotted quarter equals quarter"?

You need to do a little bit of a workaround. Create a quarter note tempo and a dotted quarter note tempo. Copy the dotted quarter note and paste it over the BPM in the text of the quarter note tempo then delete the dotted quarter note tempo completely. Then double check the tempo in the inspector to assure it is correct with follow text not checked. You could of course use an already existing dotted quarter note tempo if it's handy to copy from, then you don't have to delete it. It's usually faster to just create a temporary one on the screen with the quarter note tempo.
Version 3.0 is expected to allow for this without the workaround described here.
