I have tried to change a time signature using the recommended methods in the manual but each time I get displayed 17 bars in a row which I am unable to get rid of! I have reported this as a possible bug with version 2.1

For the record, it's not a bug. When you change the time signature, any existing line breaks you might have had in your score no longer make sense so they are removed, and you may end up with more bars on the line than you had originally. If those bars are empty, then indeed, you might fit 17 on a single line. That's perfectly normal. As you enter notes, the measures get everything flows correctly.

I tried that and there were still lots of bars to each line and only 3 lines of bars.

In order to understand and assist better, we would need you to attach your score and explain in more detail Y what you are trying to do. Sounds to me, though, like you didn't actually add the line breaks as suggested. Or maybe you added nly one? You need to add one to each line you want to end prematurely. Or use Format / Add/Remove System Breaks to add them every four bars or whatever.
