which forum should I choose to report bugs?
I'm not sure which are the criteria to choose whether to post in this forum or in the issue tracker. It seems that many "bugs" are just missing information by the user and shouldn't appera in the issue tracker.
What's the policy for a newbie?

Both are open for every registered user. To ease the developers work, it's better to post bug in the issue tracker if you know how to write a bug report effectively. Meaning if you read and understand this : http://www.musescore.org/en/handbook/how-report-bug-or-ask-support
In a nutshell :
- It's better if you use a recent version, even better a prerelease from http://prereleases.musescore.org
- Be sure the bug is not already filled in the issue tracker or being discussed in the forum
- Give your OS and Musescore version
- Give detailed steps to the bug
- Attached a file if needed
- Describe the current behavior
- Describe the expected behavior
- Be as neutral as possible
