"Create" menu?

A page here on musescore.org says that you can create your own time sigs by clicking Create>Time Signature etc.
Where is the Create menu? I'm using the latest nightly build because I need Figured Bass.

The bulk of the documentation refers to the released version (1.3).

In the nightly, the Time Sig creation has been moved to the Master Palette: menu "View | Master Palette..." tab "Time Signatures"

The dialogue should be rather self-explanatory: if you need help, ring the bell!

Thanks for pointing it out to me. But now that I'm there, it doesn't seem to work. It does seem self-explanatory, but nothing happens when I click "Add". I'm trying to create a 1/4 time signature so that I can have measures with 1 quarter note (for the purpose of creating music theory exercises).
Regardless, it doesn't seem to do anything no matter what numbers I enter.

The add button adds the time signature to the palette. Then you still need to add it from there to your score normally.

However, none of this is necessary for the purpose you describe. No need to create a time signature just to have some bars with pnly a single beat - just right click a measure and set the "actual" meter to 1/4.

I figured that was what it is supposed to do (the create time sig option), but it doesn't happen. You might try it yourself if you have the latest nightly (e03ddb3). I did discover the alternative you describe and it works perfectly. The only issue is that I need ALL my measures to be 1/4 and that means a lot of right-clicking. Not a big deal since I can create a blank template to work form each time I create an exercise.

I did try the Add button, and it worked for me. And then I was able to drag the newly created 1/4 time signature to my score and it worked as expected. Maybe if you describe exactly step by step what you are doing, we'll see if there is something you are doing wrong, or if there is a bug that needs to be reported in the issue tracker.

As for the measure properties, you don't have to right click measures one by one. At the very least, you can use the next/prev buttons in measure properties to set properties for measures one by one without the need for right clicking. There might also be ways of tricking MuseScore into copying this property to new measures you add or copy - seems i've seen that happen before. But it might have been considered a bug and been fixed, because I can't seem to make this happen now.

Just opened a brand new score so that I could go step-by-step and relate my story to you. I open up the create time signature window, and there are almost a dozen 1/4 meters plus one 7/8 from when I decided to try another meter. They were not showing up last night, but they were being "created" all the same. It will not let me "clear" any of those that were made last night, but I can add I was trying to do last night, and they are appearing as I add them.

Ah, yes, that does sound familiar. I recall seeing something like when playing with time signatures a couple of weeks ago. As I recall, it turned out they were being created but the window wasn't scrolling to accommodate new table rows. So I could add time signatures to fill the current row, but after that, new ones would not appear unless I close the window and reopened it. Or something like that. Worth submitting an issue to the tracker if you figure out exactly what is happening.
