Installation help

Okay, so I downloaded the installer, and I got the following error message: "This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package."
I'm attempting to install Muse Score 2.1 on a Windows 8.1. Is 8.3 necessary?
