Drag the icon over the staff lines.
Make sure that measure is dark.
Or forget drag & drop - never a very efficient way of getitng things if there is a better alternative - and use double click instead. That is, select where you want to add the symbol (the measure in this case), double click the symbol. Works for everything in the palette.

Neither works; noteing a spot and double clicking, left or right produces nothing, while dragging into the shaded area and release the mouse, everything vanishes.
