MIDI End-of-Track occurs prematurely / unequally when track ends in silence.

All tracks, but most specifically, track 0, ought to tag their "end of track" events at the same tick-time. They don't. Enclosed is a test file, whose MID reports EOT in track 0 occurs at tick 8641, track 1 at 10560, and track 2 at 8640. They should all, particularly track 0, be at 10560.
