THE RESULT US TWICE THE NOTA INSTEAD OF TWICE DURATION OF THE NOTE
2)I HAVE NOT FIND INSTRUCTIONS HOW TO OPEN A PARTIAL BEGINNING MEASURE

ad 1: are you talking about http://musescore.org/en/handbook/tie? What has that got to do with legato? Wouldn't that be achieved with a slur (http://musescore.org/en/handbook/slur) instead?
Note though that MuseScore won't play this a legato.
ad 2: seems you're looking for "anacrusis" or "pickup measure", see http://musescore.org/en/handbook/measure-operations#Properties and the difference between nominal and actual duration
