Export as xml-> open with MuseScore
To futher clarify; the Sibelius format is a proprietary non-open format MuseScore can't support directly. But MuseScore supports MusicXML as interchange format, as does Sibelius.
When you export to MusicXML from Sibelius, use the Dolet plugin for the best end result.
