Creating a text page with frames, titles, centered text, etc.

I am trying to create a simple about page which has vertically centered title text and body text information. It is an "about page" which proceeds the title page of a score. I am having issues on how I should insert frames, text frames, etc. Is there an easier way to do this? Please see attached score. Thank you.
