Copy/Paste issue with multiple voices

MuseScore 2.1, Windows 10
Desired effect: doubling of notes in Voice 1 and Voice 2
Action-
Enter notes in Voice 1 of one measure, and first one or two beats of next measure.
Select both measures, CTRL-C, Edit-Voices-Exchange 1-2, CTRL-V
Result- As expected, the notes of Voice 1 are doubled in Voice 2, it looks like two opposite-pointing staffs on the same notehead.
The problem-
Instead of selecting both measures completely, only select the first measure and the first two beats of the next measure, i.e. don't select all of the second measure. As soon as Edit-Voices-Exchange 1-2 is selected, whole-measure rests appear in Voice 2 from the selected measures until the very end of the score, which is not desirable.

Note though that voice exchange only works with full measures anyhow, so even with the bug fixed so you don't get the spurious (but easily removable) rests, you'd still have the same result as if you selected the full measure in the first place. So might as well just get accustomed to using full measures.

It's not completely out of the question, BTW, that some day the voice exchange might be extended to work on partial measures. But it's tricky, since a selected region might or might not make sense in all voices. You could end up with some notes in some voices partially selected, also not as clear how to handle "holes" in a voice, etc.

It’s usually not a problem when you’re aware of the issue. Where it bites you is if you didn’t notice that you didn’t select the entire measure and don’t notice all the voice 2 rests that appear, and save the score after doing other work. So you’re stuck either undoing your other work (CTRL-Z) or manually correcting all the affected measures.
