Or maybe you mean, how to create a score in MuseScore? First step - make sure you've installed the software. MuseScore isn't a web site (although there are web sites that go along with it) - it is software you install onto your computer. See the Download link above. Once you've installed the software, File / New starts the process if creating something new, just as with most other programs you might have installed on your computer.
