There's no such thing as a beat repeat, just a measure repeat and if works on a full measure only

You have absolutely reproduce the display of the original.
Not sure it is the better idea, because you have entered notes with slashs as noteheads (and invisibility for the rest) For the layout it's tedious.
Nevertheless, by disable playback of these notes, and by adding another instrument (invisible) for the complete playback, you can receive: 1Carulli Capriccio Opus 36 original.mscz
