“Am” turns to “m” only when I put it to custom palette.

When I put chord names something like Am or Am7 to custom palette with holding Shift+Ctrl click&drag, Only “m” or “m7” appear in a palette.
Is it a Bug?

Sure looks like a bug. The Am7 gets dragged to the palette and you can drag it off again but the palette does not display the first character of the chord. (Using AppImage 2.2 for Linux). It might have been fixed in the newer versions, of course.

Chord names can change if a score is transposed into a different key. The modality (major, m7, etc.) persists but its (pitch) name can change.

If you truly want to use chord names 'set in stone' and save them as palette items you can use text set as Style: Chord Symbol to 'look like' any 'real' chord symbols.
Such names, though. will not be automatically transposable.

It's not a bug but a limitation of the way chord symbols work - as mentioned, they need to be transposable and hence the root is not actually part of the text. In short, you can't put chord symbols on a palette. Or, you can, but this is what happens :-)
