How do I force a measure into the previous system?
I want the last measure to join the rest on the previous system. However, nothing I'm doing seems to help, including decreasing the stretch of the bars of rest and the said measure. This problem does not exist if measures of rest are not combined.

How many bars are you selecting to reduce?

I selected the last bar and the 12 measures of rest. I also tried selecting both lines.
Try getting rid of the page break.

Done, as well as the section break, and nothing happened.

I know it's a stupid question, but your are pressing { to decrease the stretch or using then menu? Did you press it about 10 times with both lines selected? Looking at the picture, it seems this should work. Perhaps you have used the menu Style->General->Measure and increased the minimum measure width?
P.S. the breaks won't affect what you are trying to do.
It's always easier to help if you attach the score score, not just a picture. Otherwise we have to guess. I saw some pretty good guesses already. Could also be a too-large "Minimum width" under the the multimeasure rest section of Style / General. Or you just haven't reduced stretch enough (it might have been increased earlier.
