size of shortcut bar icons

What do I do to change the size of the shortcut bar icons, example insert notes? I want to make them bigger. I'm using version 2.3.2

Elsewhere I mentioned the command line options to try, and I beleive you mentioned that you do not know how to use the command line. On Windows, type "Run" into the search box on the taskbar, then "cmd" into the resulting window. You might want to do some general reading about how command lines work.
